Theme: Glocal Governance in the Age of Triple Planetary Crisis
Introduction
From global to local (“glocal”) contexts, what law and governance measures are needed as humanity confronts the triple planetary crisis of biodiversity loss, climate change, and pollution? And how can humanity meaningfully contribute to concerted action in response to this crisis? In collaboration with the South African Research Chair in Cities, Law and Environmental Sustainability (CLES) at North-West University, Potchefstroom, between 6 and 10 October 2026, the Environmental Law Association of South Africa (ELA) Annual and Student Conferences will explore these questions from diverse perspectives. We invite government officials, academics, environmental assessment practitioners, lawyers, community members, students and other stakeholders to participate in these Conferences to reflect on the way forward.
Fragmentation is inhibiting effective law and governance
Despite the threat that the triple planetary crisis poses to life on Earth, growing geopolitical tensions, policy disagreements, and institutional fragmentation hamstring concerted action, especially among global actors. At the heart of the problem are competing interests over resources, ideology, and power. Locally, the government of South Africa, like many others, must respond to the crisis in the current global context, while also grappling with internal challenges. The emergence of coalition governments in different governance spheres potentially compounds fragmentation and underscores the need for concerted action across ideological and political party lines to address planetary crisis.
What is the ELA’s role?
The 2026 ELA’s Annual and Student Conferences will critically examine environmental governance in an era of fragmentation to reimagine how concerted action and stewardship can be fostered across sub-national, national, African regional, and international governance regimes in response to the triple planetary crisis. The focus of the Conferences is aligned with the overarching 2026 theme of the ELA, “Everything, everywhere, all at once”. Recognising that the magnitude of the crises we face can be overwhelming and cause despair, the ELA’s theme seeks to promote connection, solidarity, empathy and kindness. We aspire to generate conversations and collaborations that support all aspects of Earth’s healing, happening anywhere, and emphasise the need for stewardship and concerted action amongst diverse role players – to think globally and act locally.
To present at the Annual Conference or Student Conference, submit an abstract aligned with one or more of the following sub-themes:
- International and/or African regional environmental regimes
- Multi-layered/collaborative/cooperative environmental governance
- Climate governance
- Environmental and/or climate justice
- Local environmental governance
- The Sustainable Development Goals
- Courts and environmental/climate governance
- Mineral extraction and the just transition in Africa
- Human rights obligations of business and corporate social responsibility

Opportunity for publication
- Full papers that make a significant contribution to the field will be considered for publication in the Potchefstroom Electronic Law Journal. Those that relate to local government may be published under the SARChI CLES PER Series. All papers will be subjected to a double-blind peer review process.

REGISTRATION from 19 August 2026:

The cost of the excursion to Vredefort Dome is an additional R400 per person, including transportation to and from North-West University on 10 October, a packed lunch, and entrance.
Conference fees exclude accommodation and transport.
